dc.description.abstractThe article discusses the legal aspects of staff reduction in a child welfare and human services departments in the U.S. It explores the different factors which contribute to staff cuts including the tough economic conditions, and suggests some ways for ensuring that staff give emphasis on the department's top priority cases and goals such as workload planning. However, it is noted that insufficiency in workforce and resources is not an excuse to a violation of administrative law.en_US
