Abstract: | For child welfare agencies across the United States, it’s the ultimate measure to use against parents—termination of their parental rights (TPR). Used when there are serious concerns about abuse or neglect, the procedures and prevalence for termination of parental rights varies among states. To avoid this ultimate sanction, parents can assert their legal interests, yet must do so while complying with outstanding court and department of human services directives and case plans. |
